Compare the clear-opening ranges for the manholes your crew works on: 22 to 30 inches for our standard Light Ring and 24 to 38 inches for XL. Check rim shape, seating and clearance before each use. Ask us if you need help choosing a model.

Keep required PPE, traffic control, confined-space procedures, employer safety programs and field judgment in place. Use the instructions for the supplied model. Do not use our Light Ring or XL as a fall-arrest device, guardrail, load-rated walking cover or life-safety anchor. Keep personnel and rescue lines off the equipment cleat and roller.

Standards for manhole work.

01

Work and jurisdiction

Start with the employer, location and activity. Federal OSHA does not directly cover state and local government employees; OSHA-approved State Plans can cover them. A municipal contractor must determine its own coverage. State, local and agency requirements may also apply.

Distinguish maintenance from construction and identify any activity-specific rules before selecting a standard. A manhole's name alone does not determine its classification. Record the state, employer type, task, entry status and governing procedure.

Sources: OSHA coverage, State Plan directory and scope, construction confined-space scope, 1926.1201.

02

Confined-space assessment and entry

For general industry, review 1910.146. For construction within Subpart AA, review 1926.1203 and 1926.1204. The construction assessment begins with a competent person identifying confined spaces and permit spaces. The employer's program must address the hazards and applicable entry conditions, personnel, equipment, communication and rescue arrangements.

The opening-guard clauses in 1910.146(c)(5)(ii)(B) and 1926.1203(e)(2)(ii) sit within specific alternate-entry procedures. Use them only when the complete conditions for that procedure apply. Product lighting and a hinged cover do not replace atmospheric assessment, required controls or rescue planning. An equipment-line cleat is not a rescue or fall-arrest attachment.

Sources: 1910.146, 1926.1203, 1926.1204.

03

Opening protection and cover criteria

General-industry hole protections under 1910.28(b)(3) address falls at four feet or more and stepping or tripping into shallower holes. Section 1910.29(e) requires a cover to resist at least twice the maximum intended load and be secured against displacement.

Construction has separate hole protections in 1926.501(b)(4), including falls through holes more than six feet above lower levels and stepping/tripping protection. Under 1926.502(i), roadway covers have an axle-load basis; other covers have an employees/equipment/materials load basis. Securement and marking provisions also apply, with stated exceptions.

No supplied report establishes Light Ring or XL as a rated cover, guardrail or certified fall-protection system. Do not stand on the cover. Any proposed guarding role needs an assessment of the exact assembly, opening, securement, cover position and permitted loads. A closed-cover photograph is not that evidence.

04

Lighting at the work surface

General-industry permit-space lighting must support safe work and prompt emergency exit under 1910.146(d)(4)(v). Construction permit-space lighting under 1926.1204(d)(5) also addresses 1926.56 illumination and suitability for the ignitable materials present. Table D-3 in 1926.56 has different requirements for different areas and tasks; there is no single universal manhole lighting value.

Lumens describe source output. Foot-candles or lux measure light reaching a surface. Module counts and nominal output do not establish illumination at a depth or compliance at the work plane. Request measurements for the actual geometry, shadows, battery condition, task area and exit path. The current library does not establish a guaranteed lighting depth, runtime or shadow-free result.

Sources: 1910.146, 1926.1204, 1926.56 and Table D-3.

05

Electrical and environmental suitability

Review the complete electrical arrangement for the environment: battery, interface, wiring, switching, connectors and charging restrictions. Section 1910.307 addresses hazardous classified locations within its scope. A confined space is not automatically a classified location; determine the actual classification and hazards.

No complete-system hazardous-location listing, intrinsic-safety certification or ingress rating is established by the supplied product documentation. A cordless battery, sealed component or component certificate does not approve the assembled product. Obtain the applicable listing scope and permitted configuration before selecting equipment for an environment that requires it. Confirm wet-location, cleaning and chemical-exposure limits separately.

Sources: 1910.307, 1910.305 wiring methods, construction permit-space equipment, 1926.1204.

06

Atmosphere, exposure and PPE

Keep the employer's hazard assessment, PPE selection, atmospheric controls and respiratory program where required. A transparent cover and observations of splash do not establish aerosol containment or reduced worker exposure. The current product evidence does not support vapor blocking or replacement of respiratory protection.

For an exposure claim, request a qualified assessment and measurements for the actual process, contaminants, equipment and configuration. For excavation work, review the applicable underground-installation, access and atmospheric protections; Torch lighting does not replace utility locating or protective excavation practices.

Sources: 1910.132 PPE, 1910.134 respiratory protection, 1926.651 excavations.

07

Traffic and public access

Have the responsible road authority and employer identify the applicable traffic-control requirements, adopted manual and any state or local supplements. Review vehicle movements, pedestrians, access and the temporary traffic-control plan for the location.

FHWA lists the MUTCD 11th Edition with Revision 1, December 2025, as its current publication at this reference review. An orange product finish or a field photograph does not establish compliance with a traffic-control plan. Keep required signs, channelizers, barriers and pedestrian arrangements in place.

08

Lifting, storage and equipment lines

For PowerLifter, obtain the complete-system rated-load documentation, current operating instructions, receiver/vehicle compatibility and exact magnet configuration. A magnet's stated capacity does not rate the assembled lifter. Current source conflicts prevent publication of a system capacity, weight or electrical rating. Review cover condition and the permitted lifting procedure with the manufacturer.

ASME B30.20 is an evaluation reference for relevant below-the-hook devices; applicability to this assembly needs qualified review. No ASME certification is established here. For the Mounting System, verify the standard Light Ring, substrate, hardware and retention arrangement; storage photographs do not establish vehicle crash restraint. Light Ring and TorchRail equipment-line cleats are not personnel anchors.

Municipal purchasing and funding

Have your purchasing officer identify the agency rules, competition requirements, funding conditions and approval route. A universal municipal dollar threshold, cooperative-contract eligibility or grant award is not established by our product information.

FAR 11.104 addresses brand-name-or-equal descriptions in covered federal purchasing. Federally funded procurement may bring 2 CFR Part 200 requirements, including restrictions involving supplier-written specifications. The supplied MPS performance specification is manufacturer-authored; it is not independent agency approval or proof of tested performance.

Our products are handmade in the USA. For a purchase with domestic-preference requirements, confirm the documentation for the actual award and item classification. Buy American and Build America, Buy America eligibility require a separate review. Send tax, banking and vendor-registration documents through an appropriate controlled channel.
