OSHA manhole safety requirements need to be read in the context of the work, the employer and the jurisdiction. A marketing description of a manhole product does not establish compliance. Your safety professional should identify the requirements for the actual operation.

This guide points your team toward the relevant questions and primary sources. It is not an operating procedure or an authorization to enter a space.

Start with the work and jurisdiction

General-industry and construction work have different confined-space standards. OSHA's general-industry permit-required confined-space standard and construction confined-space requirements are primary references for reviewing which provisions apply.

For construction, section 1926.1203 calls for a competent person to identify confined spaces and permit spaces before work begins, including consideration of the space's hazards and testing as necessary. The applicable entry program and controls then depend on that assessment.

Municipal employers should also check jurisdiction. Federal OSHA does not cover state and local government employees in the same way it covers private-sector workers. Public-employee coverage can come through an OSHA-approved State Plan. Use OSHA's State Plan information and coverage explanation to find the appropriate authority for your organization.

Review opening protection separately from lighting

The required controls for an opening and the lighting needed for a task are distinct subjects. Ask your safety lead to identify the applicable requirements and the evidence needed for equipment proposed to meet them.

Do not assume that cones, a visible finish or a product named a “safety cover” establish compliant guarding. Similarly, a lumen number alone does not establish suitability for a confined-space task or a potentially hazardous atmosphere.

Ask what the product documentation supports

Our Light Ring has LED modules, a hinged cover, a removable roller and an equipment-line cleat. These are documented features. Current evidence does not establish that the product is OSHA approved, a certified fall-protection system, a rated standing surface or a personnel anchor.

The cleat is for an equipment line. Do not use it as a rescue or fall-arrest attachment. Confirm electrical suitability and operating limits for the exact configuration rather than assuming a hazardous-location rating.

Keep the complete work program in place

Lighting and equipment-routing features do not replace the employer's assessment, required guarding, atmospheric controls, training or entry and rescue arrangements. Product selection should support the plan your qualified team has established.

Keep the instructions, configuration information and relevant evidence available to the reviewers responsible for the operation. If a required rating or instruction is missing, obtain it before relying on the product for that function.
